This document defines the core operational roles within BoP in accordance with the Constitution (Sections 5 and 8). These roles are designed for sovereignty, decentralization, and immutable accountability.

• Oversees internal communications and national coordination
• Manages public-facing media (website, Nostr, Matrix, IPFS, bulletins)
• Authenticates Node identities (PGP, LNURL, Lightning proofs)
• Publishes verified updates and ensures protocol discipline

• Manages multisig wallets (2-of-3 or 3-of-5)
• Oversees Lightning channels and balance coordination
• Publishes treasury reports to Nostr or IPFS

• No fiat accounts permitted
• Lightning payouts require proof-of-work receipts
